Auto-payout parameters update

Over the past week, we have worked to optimize our auto-payout process, with the twofold goal of increasing its flexibility while further preventing the possibility of transaction spam. Here's what's new:
- Automatic payouts are now performed every 30 minutes instead of hourly.
- The minimum payout interval can now be set as low as 30 minutes (was 2 hours).
- Minimum payout intervals shorter than 6 hours can now only be set if you set your payout threshold high enough. Specifically, an interval of x hours can be set if your payout threshold is at least 1/x LTC. For example, you can set a minimum payout interval of 4 hours if your payout threshold is at least 0.25 LTC. You do not have to worry about the exact formula, though. You can simply set your desired payout threshold, and enter the shortest interval that would be acceptable to you. When you save your settings, the interval is automatically adjusted upwards if needed.
While we are on the subject, we would like to make a little clarification about the minimum auto-payout interval. This setting was introduced so that users could avoid receiving payouts more frequently than desired, and there was never any guarantee that payouts would be issued at exactly that interval, even though when the payout threshold is met that is almost always the case in practice.
